The Prince William County Board of Supervisors recently approved two controversial housing developments. Both developments are near the\u00a0Occoquan Reservoir Protection Area, and will add more than 550 homes combined. Residents have expressed concerns over traffic, overcrowding, and environmental impact to the area\u2019s watershed.\u00a0\u00a0<\/p>\n\n\n\n

The two projects, known as Hoadly Square and Maple Valley Grove, were debated during a\u00a0December 16 board meeting\u00a0that ran past 1 a.m.\u00a0Both projects passed by a 7 to 1 vote.\u00a0\u00a0<\/p>\n\n\n\n

Additional Housing<\/h3>\n\n\n\n

The smaller project, Maple Valley Grove<\/a>, includes rezoning about\u00a023 acres\u00a0of land to allow the development of 274 units.\u00a0It\u2019s\u00a0planned for the south side of Prince William Parkway, west of the intersection of Hoadly Road and Prince William Parkway.\u00a0<\/p>\n\n\n\n

The Hoadly Square<\/a> project\u00a0involves\u00a0rezoning about\u00a058 acres\u00a0of land\u00a0north of Hoadly Road and west of Prince William Parkway\u00a0to\u00a0allow for the development of 279 residential units. About\u00a048 acres\u00a0of that land<\/a>\u00a0came from\u00a0the Occoquan Reservoir Protection Area<\/a> (ORPA).\u00a0<\/p>\n\n\n\n

The ORPA\u00a0is a designation within the county\u2019s comprehensive plan. It was\u00a0established\u00a0in 2022\u00a0to\u00a0protect the Occoquan River watershed\u00a0\u2014\u00a0which feeds into the Occoquan Reservoir\u00a0\u2014\u00a0by limiting development to\u00a0one\u00a0dwelling unit per\u00a05 acres\u00a0of land.\u00a0\u00a0<\/p>\n\n\n\n

The Hoadly Square plan from developer J.R. Real Estate Group includes a 20-foot buffer from Hoadly Road, a 30-foot buffer from the nearby Dar Alnoor Mosque, and an interparcel connection to Maple Valley Grove. It also plans to keep about 60 percent of the land as open space.  <\/p>\n\n\n\n

Resident Concerns and Board Response <\/h3>\n\n\n\n

During the meeting, residents discussed concerns about traffic congestion, partially from the nearby Dar Alnoor Mosque, and potential overcrowding at Colgan High School. Residents were also concerned about groundwater runoff and other environmental impacts so close to the ORPA.\u00a0\u00a0<\/p>\n\n\n\n

Board members and some residents\u00a0said that these projects would help meet the county\u2019s demand for more affordable housing units.\u00a0Supervisor Kenny\u00a0Boddye\u00a0pointed out efforts from\u00a0J.R. Real Estate Group to mitigate the\u00a0environmental\u00a0impacts, including\u00a0a commitment to well testing\u00a0and stormwater management.\u00a0<\/p>\n\n\n\n

Boddye\u00a0also\u00a0noted that the board has not yet updated the zoning ordinances to\u00a0establish\u00a0specific guidelines for the ORPA.\u00a0\u201cFolks are right that protecting the Occoquan Reservoir is not optional.\u00a0…\u00a0This rezoning includes proper\u00a0protections that do not exist in our current zoning ordinance,\u201d\u00a0Boddye\u00a0said.\u00a0\u00a0<\/p>\n\n\n\n

\u201cI see this area as a bridge between existing residential,\u00a0religious uses to a major commercial employment center and\u00a0the\u00a0government complex,\u201d he said.\u00a0\u201cDone responsibly, infill projects can protect more land, not less.\u201d\u00a0\u00a0<\/p>\n\n\n\n

Supervisor Yesli Vega\u00a0cast the lone dissenting vote. She said that she liked some aspects of the project, including the\u00a0different types\u00a0of housing being offered. But, she said, \u201cAt the end of the day, how do we solve the issues with traffic? How do we resolve the issues of adding\u00a0additional\u00a0strains to our public services?\u00a0It comes down to the density.\u201d\u00a0\u00a0<\/p>\n\n\n\n

\u201cIt is my opinion that the community should not, in any way, shape, or form, be forced into an either-or scenario between housing or clean water,\u201d Vega said.\u00a0<\/p>\n\n\n\n
